DEER ISLE – STONINGTON CSD SCHOOL COMMITTEE

SPECIAL MEETING MINUTES

July 13, 2004

 

Board Members Present: Jim Adams, Aimee Eaton, Walter Kumiega, Barrett Brewer,

     Skip Greenlaw, and Mark Cormier at 6:38 p.m.

Staff Present: Robert Webster

Citizens and Guests Present: Leslie Carr and David Walsh

 

1.     Call to Order/Quorum

Chairman Kumiega opened the meeting and declared a quorum at 6:30 p.m.

 

2.   Moment of Silence

A moment of silence was observed.

 

3.   CitizenŐs Comments

There were no citizen comments

 

4.   Approval of the Agenda

Motion by Brewer, second by Eaton, to approve the agenda with the deletion of the discussion item on the Maine Laptop Initiative. Vote: 5 Yes; 0 No.  

 

5.   ACTION ITEM

A.   Corrected 2004-2005 School Budget Assessments

Webster explained that the error in the assessments resulted from his mistake in the percentage of students who reside in Deer Isle and Stonington. The cost sharing formula is based on the proportion of students that reside in each town. After a meeting earlier in the day with Deer Isle First Selectman Neville Hardy, Webster presented corrected assessment documents and a revised payment schedule.  During the final six months of 2004 Deer Isle will pay the school district a monthly amount of $236,488.34, on which the 2004 Deer Isle tax bills are already based. For the first six months of 2005, the Town of Deer Isle will include an additional $11,043.24 each month making up the $66,259.44 that was not included in the incorrect assessment of  June 14th. When the Town of Deer Isle makes its final payment in June 2005, the corrected total for Deer Isle of $2,912,155.88 (63.48%) will be fully paid. This will allow Deer Isle to include the missing $66,259.44 in the townŐs 2005 tax commitment. With these corrected assessments, the Town of StoningtonŐs portion of the 2004-05 school budget is reduced from $1,741,926.91 (37.97%) to $1,675,484.12 (36.52%)

Motion by Greenlaw, second by Brewer, to approve the corrected 2004-05 school budget assessments for Deer Isle ($2,912,155.88) and Stonington ($1,675,484.12).  Vote: 6 yes and 0 no.

 

B.    High School Revolving Renovation Loan Application

Webster reviewed the Revolving Renovation Loan Application requesting DOE approval for funding asbestos abatement and the replacement of the Deer Isle-Stonington High School boiler. Motion by Brewer, second by Greenlaw, to approve the Revolving Renovation Loan Application.  Vote: 6 yes and 0 no.

 

 

5B. DISCUSSION ITEM

            Elementary School Building Repairs 

Brewer and Kumiega reported on the site meeting on July 13th with Al Carey from Sunrise Glass, Peter Glasow from the Bureau of General Services, Jim Adams, Carl Cooke, Sebert Brewer, and Bob Webster. The removal of the windows for installation of the sill dams may be a messy, expensive process requiring damage to the interior drywall. This process may extend into the school year disrupting the use of classrooms as the windows in each room are retrofitted with sill dams. Mr. Carey reported that the sill dams were part of the original order to Efco Windows, but they were not installed on the windows when Sunrise Glass put the windows into the building. Sunrise Glass will make a decision by July 16th on its willingness to accept responsibility for the damage caused by the improperly installed windows at Deer Isle-Stonington Elementary School.
